A unique identifier for an interface declaration (ADR-0056).
Mirrors StructId / EnumId: the inner value is a pool index into
TypeInternPool. Interfaces are nominal in the sense that two interface
declarations with the same name still produce distinct IDs (and we reject
that at gather time); structural conformance happens at the use site
against this nominal ID.
